Basic Stances and Practical Measures in Foreign politics

The Islamic Revolution of Iran as a vigorous power, taking place in the era of the bipolar system, changed the balance of power in the interest of the third world countries in general, and the Islamic countries in particular. At the international level, the Revolution reiterated the principle of refusing domination. The geopolitical position of Iran in the Middle East, as the center of the most important crises and political, economic and social events is of prime importance. This position under such circumstances when the region and the Islamic world is exposed to such tensions as the Palestine, Kashmir, Bosnia and Iraq, it is necessary to act dynamically at the foreign political scene. Therefore, Irans foreign policy principles have been well clarifies from the very outset. Recognition of institutions and international organizations, non -interference in the internal affairs of their countries, stressing the need to reach a universal consensus on the avoidance of tensions, denouncing domineering interventions and supporting peaceful, political solutions instead of violent means are among such principles. The principled positions of the Islamic Republic of Iran on some of the most important regional issues shall be taken into consideration in the following part:

 

Opposing Terrorism

The Islamic Republic of Iran as the true victim of terrorism, supported by some foreign governments, declares its opposition to terrorism and asks the countries to abandon selective approach towards the question of terrorism and do not allow the advocates of terrorist organizations to reap benefit from double standard and discriminatory policies, pursued by some countries, to propagate their inhumane and violent methods, From the Islamic point of view, terrorism is an ominous phenomenon and murder of innocent people is resentful and condemned . History testifies that blind terrorism and other inhumane measures are persuade by those who wish to mislead public opinion from their unavailing policies.

Non-proliferation of Nuclear Weapons and Weapons of Mass destruction:

The Islamic Republic of Iran by acceding to acceding to the International Convention of prohibition of Chemical Weapons and approving this convention in the Islamic consultative Assembly has demonstrated its abidance by the international norms and its approving this convention in the Islamic consultative Assembly has demonstrated its abidance by the international norms and its opposition to all forms of investment for the production of weapons of mass destruction. Iran has called the developing countries to join hands to prevent the control and monopolization of the world industries by the industrialized countries and it is convinced that this measure shall reduce the gap between the developing and developed countries . Irans measures in peaceful utilization of n nuclear energy are quit e clear, transparent and in compliance with the international, norms and the Treaty on the Nonproliferation of Nuclear Weapons. Iran considers development as its legitimate and legal right and shall not deprive itself from peaceful use of nuclear technology.

Stressing Independence, Sovereignty and Territorial Integrity and refusing hegemony :

The principles of the Islamic Republic of Iran after the victory of the Islamic Revolution have been based on the valued of human Society, namely, refusal of domination, keeping up freedom, independence and national sovereignty. Iran believes that progress and

 

 

development of the human society shall take place in the light of global peace and security, dialogue and understanding of nations and regional and international cooperation. The recognized principles by the civilized nations, namely, respecting sovereignty, independence, beliefs and freedom of nations shall lead to peaceful coexistence, enhance cultural relations of peoples and serve as the best means to achieve international peace and security under the present situation of the world in which the destiny of the nations in unprecedeniedly interlinked. Iran considers survival and self-determination as the basic and natural rights of human beings and measures the legitimacy and acceptance of the international organizations and rules, and the relation of nations through their account to safeguard such rights.

 

Emphasizing Regional Cooperation

The Islamic Republic of Iran has always stressed its constant principles on consolidation and promotion of relations with the neighboring and Muslim countries, namely, the Persian Gulf states. Iran has constantly regarded cooperation among the countries of the region as the unique means of enhancing stability and security in this strategic region of the world in particular, and the entire world in general.. Without doubt, continuation of cooperation among the regional nations shall promote relations, remove the dribble misunderstandings and consolidate mutual respect and confidence.

Reiterating Respect of Human Rights

The material and spiritual rights of human being are well respected by Islam and the Islamic Republic of Iran and the erroneous prejudgments are due to the insufficient awareness on the legal and political system of Iran. The human rights and international cooperation, apart from all ideological differences, misinformation and exaggerations, should be promoted. Iran believes that human rights should only be used as a means to encounter the Islamic values by a Western attitude. Iran has cooperated with the reporters of the Human Rights Commission to improve human rights in the world and this should not be used as a political instrument by some big powers against other countries.

 

Supporting the Rights of Muslims- Islamic Movement of Palestine

The Islamic Republic of Iran regards the Zionist Regimes policies as expansionist and contemptuous and supports the Islamic solidarity against the threats of the Zionist Regime and welcomes all measures to defend and meet the rights of the Palestinian nation. Iran considers the continuation of the crimes of the Zionist Regime as a sing of irreversibility of the demeanor of the Zionist Regime in provoking bloodshed and hostility against Muslims and calls upon the Islamic Ummah to further their solidarity and consolidate their stances as a deterrent measure against the crimes of the Zionist Regime. A united stance should be taken by the Muslims to confront the Zionist Regime and to have the rights of the Palestinians observed and their lands freed. Iran calls on all the Muslim and Arab countries to join efforts in light of Islamic solidarity and cohesion to free the first Kiblah of Muslims and the occupied lands and to gave the rights of Palestinians fully observed, and not to stop from controlling, containing and isolation the occupying regime of Al-Qods for a moment, since this is also a step towards f

further peace, stability and security in the Middle East and the observance of the rights of the Palestinians.

The security and stability of the Persian Gulf has been a major international anxiety in the past decades attracting the attention of the international community as an immediate concern. National security, economic development and the status of the Persian Gulf littoral states is closely linked to the security of the Persian Gulf, which is an important body of water for all the littoral states for it provides access to the international waters and is rich in resources exploited by these states. The Persian Gulf region is also considered as an irreplaceable source of energy for a large number of foreign countries and therefore plays a substantial role in the stability of global economy. Easier access of the newly independent states of the former Soviet Union, particularly after the establishment of the silk railroad in Sarakhs adds to the importance of the Persian Gulf This physical access also links the security of the Central Asian countries, or at least some of the security aspects of these countries to the Persian Gulf

It is necessary to respect the present situation to keep up the stability, territorial integrity, political independence and the international borderlines of all the Persian Gulf states and to prevent any conflicts due to the interference of countries in the internal affairs of others. In the same connection, it is also exigent to promote confidence in the region through consolidating the concept of foresight. The mechanism and procedure of the work should be set through dialogue in the framework of a for formed under the auspices of the UN and by the participation of all the countries of the region.

To achieve security in the Persian Gulf, the countries of the region should cooperate while observing the following principles:

I .The international borders are unchangeable

2.respectability of national sovereignty and the territorial integrity of the countries

3. setting collective security arrangements

4.taking measures to limit purchase of weapons

5.abidance of all the countries of the region to the Convention on the prohibition of chemical weapons and the Nuclear Non-proliferation Treaty

6.Reduction of military costs

7.Further transparency in arms-related affairs

To further consolidate the above-mentioned arrangements, it is necessary to expand cooperation in trade, economy and environment especially in those aspects which the countries enjoy great potential.
