He reiterated Iran's call for the creation a broad-based government in Afghanistan "with the participation of all parties."
"Plans imposed from outside will not resolve the problems of Afghanistan and it it is up to the Afghan people to determine the future of their country," Kharrazi said.
He also stressed the role of Afghanistan's neighboring countries and the United Nations in backing the demands of the Afghan people.
The Iranian foreign minister expressed concern on the plight of the Afghan people in the wake of the U.S.-led attacks on the war-torn country and reiterated the need for the humanitarian aid of the world countries and international relief organizations.
Iran has denounced the attacks, saying they had endangered the lives of civilians. The Islamic Republic has called for a UN-led campaign against terrorism.
Tehran was swift to condemn the September 11 terror attack on the U.S. trade and defense centers. Washington has pointed finger at Saudi dissident Osama bin Laden and his Al-Qaeda group, based in the Taliban-ruled sections of Afghanistan, as being behind the attack.
