"These statements are founded on baseless and undocumented information," Asefi said.
"The Islamic Republic of Iran gives a special importance to the return of peace and stability to Afghanistan and has operated actively in this direction," he said.
"The Islamic Republic of Iran considers the interference and presence of foreign forces in Afghanistan as the cause of instability," Asefi added.
"The fundamental policy of the Islamic Republic of Iran on Afghanistan is based on the protection of that country's independence, he said, adding "Iran believes that the Afghan people should determine their own destiny in full independence."
Asefi also refuted Bush's claims that Tehran may be giving safe harbor to terrorist al-Qaeda members, fleeing the US-led military attacks.
"The Islamic Republic of Iran, before the international community became aware of terrorist groups' threats in Afghanistan, had been using all possibilities at its disposal to combat terrorism.
"Thus, the fundamental policy of the Islamic Republic of Iran has focused on preventing the entry of al-Qaeda members into its territory since the recent crisis in Afghanistan started," the Iranian official said.
Bush on Thursday was cited as saying that "Iran, which gave the United States positive signals of cooperation early on, must not allow al-Qaeda murderers to hide in their country and must hand over any who have already slipped across the Iranian border."
Tehran was key to help the anti-Taliban United Front to topple the ultraorthodox regime which is said to be harboring alleged terrorist groups in Afghanistan.
The Islamic Republic has also welcomed the interim government in Afghanistan, headed by Hamid Karzai. Tehran, besides, has expressed its keen interest in helping with the reconstruction of the war-ravaged country.
