      Tehran, May 29, IRNA -- President Mohammad Khatami said on Wednesday that Iranian nation has set the charter of the reform program adding that precise implementation of the Constitution is the centrepieces of  the reform program.
      Addressing the joint meeting of the cabinet and the parliament, President Khatami said that there is no ambiguity in the reform program adding that it was clear what the people voted for on May 23, 1997 though the detail of the reform program was not available then.
      "You may incorrectly interpret the reform program, just like the various interpretations some people make about religion or the revolution. But, the reform program seeks full implementation of the Constitution and providing security for every citizen," President Khatami pointed out.
      He said that creating jobs is the major, fundamental and urgent need for the country adding that it is beyond the reform program regardless of being rightist or leftist.
      He called on MPs from the two camps to promote common grounds in a bid to foster unity and avoid tension and tainting the atmosphere. 
      President Khatami said that both the supporters and opponents have the right to speak out, but, they should not speak in the name of Islam, the Islamic Revolution and the Islamic Republic.
      He stressed the republic aspect of the Islamic Republic and said that undermining the republic will pave the way for dictatorship.
      On the authority of the parliament, President Khatami said that the parliament is constitutionally empowered to supervise all the administrative organs to the extent that the Supreme Leader has  underlined the parliament's right to supervise the organs under the jurisdiction of the Velayat-e-Faqih.
      On the authority of the president, he said that the president is constitutionally empowered to supervise the implementation of the Constitution. The responsibility that has preference to administering the executive branch of government, he said. 
      He regretted that some state organs do not observe the notices the president make to them on negligence of the Constitution.
      President Khatami urged the parliament to give impetus to the constitutional right of supervising implementation of the Constitution and help the president in this respect.
      "The parliament has the right to supervise all affairs of the executive organs and the Judiciary. Majlis is constitutionally responsible for investigating treatment of the courts and the government offices with the people," he said.
      He complained that the other organs are easily criticizing the parliament, whereas. they don't let the parliament to criticize the shortfalls in other organs. They translate the parliament's criticism of, for example the Judiciary, as an attempt to undermine the Islamic Republic.
      On foreign policy, the president said that Iran is promoting detente with all the nations adding, "We seek peace, but, when a big power speaks in the language of war and humiliation with Iran, the Iranian nation won't hold negotiations with it, neither will it show flexibility."
      He advised all political parties to observe the general policy of the Islamic Republic in putting forward their views and honour national interest and dignity.
