Statement by Dr. Ali Larijani, Secretary of Iran`s Supreme National Security CounsilThe Islamic Republic of Iran welcomes the EU package as a new initiative from the European partners and is considering context of the package with positive attitude. It is normal that it takes time to examine the offer and it is logical to accomplish the job by August 22. The specialized panels studying the EU package are seriously working on the project. With regard to the following: a- According to the adopted plan to generate 20,000 megawatts of nuclear energy over the next 20 years, the Islamic Republic of Iran has decided to generate some of its own nuclear fuel inside Iran. b- The Islamic Republic of Iran has always adhered to its obligations as stipulated by the Nuclear Non-proliferation Treaty and its activities hitherto have been in conformity with its inalienable rights as enshrined in the NPT and stipulated by it on the use of peaceful nuclear technology and, like other countries, has never demanded anything beyond the provisions of this treaty. c- The Islamic Republic of Iran has fully cooperated with the International Atomic Energy Agency in implementing the Safeguard`s Agreement and voluntarily implementing the Additional Protocol and even more than what is required by it. In line with the above, Iran has provided the appropriate conditions for 2000 person-day inspections and more than 53 cases of complementary inspections from various locations to be carried out in the country. Additionally, all nuclear facilities of Iran have been monitored by the IAEA. d- According to the Agency`s reports, there are no undeclared nuclear substances in Iran and all such substances have been accounted for by the Agency. Furthermore, the Agency has explicitly affirmed that there has been no diversion in Iran`s nuclear activities towards developing a military capability. e- As announced by the Agency, verification is a time consuming process in any country. It is not exclusive to Iran and currently there are 46 countries including 14 from Western Europe in the same situation. d- The claim regarding the concerns of the international community about the Iranian nuclear activities of Iran in fact refer to concerns of a small number of countries. The Communique of the Foreign Ministers of 116 Non-Aligned countries in Malaysia, the statement of the Foreign Ministers of 57 member states of the Organization of Islamic Conference in Azerbaijan as well as the D8`s statement in support of Iran`s peaceful nuclear activities all bear our the opposition of the vast majority of the international community to a discriminatory trend and shows their concerns from an illegitimate process to deprive the majority of countries from use of peaceful nuclear technology. It is stated that: 1- The Islamic Republic of Iran is fully committed to finding a negotiated solution through diplomacy and is ready to conduct purposeful negotiations within a mutually agreed time frame. 2- The Islamic Republic of Iran has, from the outset, welcomed the new initiative of the package of incentives and is examining it in expert committees. Study of such a package requires a logical length of time and owing to Iran`s seriousness in examining the package in specialized committees, August 22nd was pronounced as the date for a reply. 3- It is surprising to the Islamic Republic of Iran that after the first round of talks with Mr Solana in Brussels, while there had been no new developments, certain parties notably the United States steered a path towards the Security Council by putting obstacles in the way of negotiations. Negotiation with Europe is a right course which can bear results. 4- In case the path of confrontation is adopted instead of the path of dialogue and if there is any action to limit the absolute rights of the Iranian nation, the Islamic Republic will have no choice but to revise its nuclear policies.The Islamic Republic of Iran is against creating tensions; however, if others create tensions then all parties will face difficulties in those circumstances. 5- The Islamic Republic of Iran believes that the course of dialogue is the most logical way to resolve issues. It is determined in this regard and puts emphasis on dialogue and understanding. End. |
